Do Residential Limits on Sex Offenders Protect Kids?

Lets look as the distances some states force the offenders to live away from schools, daycares and in one case school bus stops.

Iowa

Iowa requires all sex offenders with minor victiims to live at least 2000 feet from any school, or day care center including registered home day cares.

Walk @ 4 MPH 5 mins and 41 sec.
Drive @30MPH 45.27 seconds

Please note that if a sex offender wants to reoffend in no case will it take him more than eight minutes to cross Iowa's limit and arrive where he can find a victim.

Mississippi.

Mississippi law requires all sex offenders with minor victims to live at least 3000 feet from any primary school, secondary school or day care center.

Drive @ 30 MPH 1 min and 8 secs.

Please note that if a sex offender wants to reoffend in no case will it take him more than  twelve  minutes to cross Mississippi's limits and arrive where he can find a victim

Georgia

Georgia law requires all sex offenders with minor victims to live at least 3000 feet from any elementary or secondary school and all day care centers and school bus stops. They violate ex post facto (after the fact) by forcing sex offfenders to move if the school bus route changes and puts the stop with 3000 feet of the offenders home.

From this we can see these law which give people emotional protection from those who may prey on their children actually provide no protection at all. If an offender wants to reoffend these laws do not prevent him from doing so.
These law do however exile the offender to the outskirts of towns and cities where they lead isolated lives. Isolation is not good for the sex offender as it in isolation at these crimes have their genesis. A person in functional relationships seldom if ever victimizes anybody. So talk to the sex offenders in your community and simply tell them you will act to protect your children. They will understand that your kids are off limits and leave them alone.  You need not make any explicit threat to bring the point home. They will understand.
An interesting fact buried in the details of the 1997 United States Justice Department Report on the recidivism of sex offenders was that the overall rate of recidivism of sex offenders was 5.5%. But the recidivism of child molesters was only 3.3%. Analysing the data I found for these two facts to be true the actual recidivism rate for those who sexually assault adults is 6.9%, more that double the rate of those who once preyed on children.
These laws are unconstitutional because they violate the right of free association guaranteed in the U. S. Contitution but are so popular among the uninformed population that the Supreme Court of the United States dare not make a ruling on it.
